The site’s location is situated in Xiluo Township, a district located in the Yunlin County of Taiwan. It is in close proximity to the Cho-shui Creek, which is popularly known as the mother river. Its significance lies in the fact that this water body has nurtured historical traces, leading to the creation of a unique history and culture. The site was a barren wasteland initially, but the Yunlin County Environmental Protection Bureau breathed new life into it by adopting a landscape greening design and incorporating local human history and the flavor of the old water area. The park has been transformed into a unique living environment that beautifully embodies local nature, history, and humanities. The design includes preserving the embankment of the old Chosuishui River, creating a diverse habitat environment of water and green woodland, integrating martial arts elements of Xiluo Chikan and agricultural culture, and configurations such as high-carbon-converting trees, planting, water recycling water features, rain gardens, and solar lighting. The park's design is geared toward creating an activity park that can be developed sustainably and enjoyed by all.
The government of Taiwan has set an ambitious target of net-zero emissions by 2050. To achieve this, the Yunlin County government plans to plant trees on a large scale to reduce carbon dioxide in the atmosphere. The forests will also help to combat global warming through their carbon sequestration characteristics. The government hopes that the adaptive reuse planning of the park will strengthen air quality along the Chosui River. Additionally, the park will link ecological paths of the "Water-Friendly Cultural Park" and the "Bird Ecological Wetland Park" to extend the scope of Xiluo Township's tourism. The park will also promote environmental protection, local sightseeing, and fulfill the goal of environmental protection. The Xiluo Bridge is a necessary route for religious activities in Changhua and Yunlin, and brings tourists to surrounding areas. The park will incorporate local Xiluo Qikan martial arts elements and activity demand space to provide people with recreation and martial arts practitioners with teaching space. Moreover, the park will effectively promote Xiluo Township's local history and humanities characteristics.
